Spa etiquette can vary drastically depending upon country and mixed, naked sauna sessions are not the only thing surprising when it comes to global sauna practices.

  1. I think it’s absolutely ok and normal to have this sort of etiquette in Germany regarding spa areas, especially saunas. If someone feels uncomfortable with that he should use a towel to cover up (which is still allowed anyway) or he should just stay away from these areas.
